Using two marching band shells held together with legs/leg clamps on each shell? it would be a bit slotted (good/bad?). I may try it since I already have a 12x15 Fiberglass shell...

A few people have built cocktail drums from 2 tenor drums like you suggest. at least Slingerland used to construct their early cocktail drums this way. Gluing two shells together and and adding a reinforcimg ring around the seam on the inside. I imagine it was just an easy way to create such an odd size drum. They sound great like this and I think that it is a great solution for making your own 'vintage' drum. Here's an example that somebody made:
Leaving the slot in is an interesting idea! I have no clue how it would sound but it could be worth some experimentation since you could always glue the shells together after you try it with the slot. You could very easily get some bolts, washers, and sloted strips of metal and then take of the inner sets of lug casings (from the joining edges) then bolt 3 or 4 of the strips between the two drums using the existing holes. This way you can experiment without doing any drilling!

I am working on something similar. I want to make a 26 inch tall
and 16 inch wide cocktail drum. I haven t got two matching shells
yet but when I do, I am going to cut 10 inches of one with a jigsaw
then make the cut plain by rubbing it on large sheets if sandpaper.
Then make the top of the other 16 inch plain the same way.
To enforce the glueing I intend to use a 2" ring of thin fibre board on the inside.
It bends nicely, but I don t know if it will disturb the sound.
I would like another opinion on this.
Also I would like to know if cutting holes in the drum will make a
louder bass and if, where to cut.
It is going to be a one drum, bass and tom in one chamber and no snare.
I like jungle drums.
For a snare I shall butcher one of the leftover 10 or 12 inch toms I have
got laying about, cut it down to 6 maybe 5 inches deep depending on the
sound then fit it with tone controls converted into snares one or two again
depending on how much it stinks.
I will let You know how it turns out, i may even take some pics.
