Cheap Drums and their hardware issues

Hey all. I had this old JC penny tom i converted into a snare. It sounded so so, but i knew i would just have to change the heads. So i go to put a G2 on, and, suprise suprise, the hoop was sevral millimeters too small for the head. So, i need to replace the hoop. Problem number 2, there seems to be a shortage of reasonably priced (under 30-50) 10 inch hoops with 4 holes where im looking. Any even number will do - any body out there holding?
